## **Summary**

This proposal seeks to grant a Valence deployment address [to be provided at time of proposal] permission to upload contracts to the Babylon chain without requiring a new governance proposal for each deployment. This will streamline development, while expanding cross-chain innovation and liquidity on Babylon.

## **About Valence**

Valence is a technology stack for building **cross-chain financial applications**. It provides developers with a unified execution environment to write, test, compile, and deploy trustless programs across any blockchain or rollup. Valence supports EVM and WASM environments today, with an SVM integration currently underway.

## **Benefits to Babylon**

Whitelisting Valence’s deployment address will:

✅ Enable teams to incentivize the deployment of BABY liquidity on remote domains.  
✅ Enable Babylon LSTs issued on remote domains to interact seamlessly with Babylon’s native Tower DEX.  
✅ Lower barriers for developers to integrate Babylon’s core staking functions into cross-chain applications.

This is a simple, low-risk, high-impact decision that will help foster long-term value for the Babylon ecosystem.
